Abstract
This study reviewed the application of methods and experiences of protected area management effectiveness evaluation in Taiwan. Through the process of evaluation workshop, feedback and opinions from protected areas managers were collected. Then, based on the four purposes of management effectiveness evaluation by Hockings et al. (2006), this study examined the effects of the evaluation. The results showed that it is possible to achieve an adaptive approach to management”, while clarifying the logics of planning and management from the values and objectives, threats and pressures, management efforts and main management actions. Also, it was able to support budget planning by the evaluation outcomes, which contributed to effective resource allocation. Throughout the participatory workshop, the protected area agencies, local communities, and other stakeholders are included. This promoted accountability and transparency and helped achieving consensus among stakeholders to support protected values. This study suggested: (1) Human resources and funding should be made to address management deficiencies and alleviate threats; (2) Survey and monitoring should be implemented continuously; (3) It was necessary to institutionalize the management effectiveness evaluation, together with the routine reviewing and amending of management plans for protected areas.
