Abstract
The Office National des Forêts (ONF) is committed to asserting a policy of sustainable development in its state-owned forests, and to creating a network of exemplary demonstration sites: the Forêts d'Exception. The sharing of forest space and the balance between its different functions (economic, social and environmental) have led the ONF to set up an exemplary process of consultation with all the partners of a territory associated with a state-owned forest. The Forêt d'Exception label recognizes the excellence of the management of these forests, recognized for their unique heritage in terms of history, landscape, biodiversity and valuable timber. Located in the north-west of the Allier département, in the heart of France, the Tronçais forest is a dense mass of 10,583 hectares. Tronçais is considered one of Europe's finest oak forests, the brainchild of Jean-Baptiste Colbert, Louis XIV's minister, who decided to plant a million trees here as part of his great forest reform and law of 1669. This established the first silvicultural rules, and set long-term objectives for the production of high forest, which were then applied to Tronçais. 350 years later, many of the oaks planted at the time are still standing. It's a living example of the forest shaped by man, and the fruit of consistent treatments applied since then to produce the world-renowned exceptional woods. Forêt d'Exception is a local initiative that naturally involves all the stakeholders. They are representative of the forest's different uses and interests. The approach brings together a broad public in a new form of governance. Based on consultation, the project contract sets out three main guidelines that unite the partners: discover a forest that is connected to its territory, manage a unique heritage, and apply silviculture for exceptional wood.
