Abstract
Recent efforts to mitigate atmospheric carbon levels have spurred advancements in carbon capture, utilization, and storage (CCUS) technologies, that some consider critical infrastructure for the global energy transition. North American clean energy policies specifically target CCUS technologies to combat global temperature rise, aspiring to cap it at under two degrees Celsius from pre-industrial levels. CCUS relies on harnessing both historical and future carbon emissions as a primary fuel source, leading them to be intricately tied to carbon-intensive industries. Despite technological, economic, and policy progress, especially in Canada, scant attention has been paid to the community impacts resulting from the push for CCUS within the broader context of energy transition. This review paper examines the nuanced dimensions of CCUS as a carbon reduction initiative, probing its social and global environmental ramifications. Employing a critical environmental justice lens, the study scrutinizes power dynamics in energy transition technologies, with a specific focus on CCUS developments in Canada. The Canadian case is pivotal, as the nation's climate goals align with sustaining existing industrial practices through CCUS, influenced by fossil fuel stakeholders shaping policies and driving technological advancements. The review is organized into three main sections: first, delving into the technological and policy landscape of CCUS, particularly in Canada; second, exploring the demographic, social, and political characteristics of sectors actively engaged in CCUS development; and third, critically assessing the proposed role of CCUS as a climate mitigation technology, unraveling power relationships with various social actors and communities.
