Session Abstract
This paper will interrogate a specific dimension of the governance of critical (or green) minerals at the intersection of state-society engagements in resource governance – the relative deficit or abundance of trust. It forms part of an ongoing study that is investigating the influence of political trust (state-to-state), corporate trust (state-to-company), and social trust (state-to-society) on critical minerals governance in Ghana and Australia, which are both committed to the energy transitions to net zero carbon emissions. We define trust as a social and political phenomenon that is devoid of suspicions of the intentions and objectivity of commitments by the parties involved. This paper will focus on the phenomenon of trust in local communities and argue that civic participation in the governance of critical minerals do not only provide an assurance for the socio-economic wellbeing of local communities. It also creates a psycho-social endorsement – a social license to operate – that has a three-way benefit of social harmony in communities that host critical minerals, investment protection for mining companies, and political stability that enhances the international profile of the resource-rich country. Using a comparative collaborative methodology, the findings contribute to debates on first, the nature and character of the green minerals industry that challenge both sovereignty and democracy, and second, the appropriate equilibrium that is needed when governments engage with citizenry, the globe, and international capital.
